Now for your answer. It looks like you have dragged several items around in that measures. The easiest fix for this is to select the measure and press ctrl+r to reset everything to their default positions. If you upgrade to 3.2.3 you can press alt while you drag items and auto placement will be turned off for those items and strange things like this will be less common.
