It works fine for me. Perhaps there is something else going on. On the tool bar, is there a fancy N under the new score icon? If not, click the symbol under the new score icon and select Step-time (Default) as the note input method.

Should be as simple as select a note in your score, double-click a grace note icon in the palette to add a grace note to it. If you continue to have trouble, please attach your score and give us which specific note in your score you are clicking and then which specific icon on the grace note palette you are double-clicking.
If you are trying to use drag & drop, probably you aren't being careful enough to get your mouse pointer directly on the note you are adding the grace note to.

When I'm drag-n-dropping articulations, ornaments, etc. on notes I zoom in (a lot!) to make the note head large enough that I can tell for sure my pointer is right in the middle of the note. It can appear highlighted but not really be when the mouse is over -- but not centered on -- the head.

Which is one reason why I think of drag & drop as a kind of last resort way to add things from the palette - double-click is much more efficient normally. Also has the advantage of allowing you to add to multiple notes at once.
