Give cut and paste measures possibility

Can you explain more what you mean? Measure content specifically referring to measure-attached elements like DS or Fine?

See attached score with 3 staves, each one represents the same "score".
1 before cut
2 after cut
3 after paste

OK, if I understand, you're wanting a version of "cut" that actually removes the selected range, and a version of "paste" that inserts necessary measures? Makes sense, feel free to make a formal "Suggestion" for this in the Issue tracker. The latter (insert while pasting) has come up before, I don't recall the former (remove while cutting) being suggested before, but they should definitely go hand in hand.

I suppose similar to ctrl+del commands like ctrl+x (=cut) and ctrl+ins (=insert) (but for ctrl+ins is already defined the shortcut for "insert measures...")?
