Correct a line that defaulted to have only three notes on it

I'm editing away and suddenly one of my measures defaults to a format where there are only three notes for an entire line. See third line for the attached.
a) what did I do to cause this, and
b) how do I fix it?

select measure 11
go to "Format" Menu => "Stretch >"
then apply "Decrease Layout Stretch" x2 times. (shortcut is "{" )

Cause:
You may have pressed the "}" key twice on your keyboard when the 11th measure is selected.
