Workaround:
remove the reference to the DTD in line 2 between column 80 and 102 as shown in second attachment

There is a workaround, to removed the text referencing the dtd, but that bypasses validation

The XML header (the first two lines in the file) produced by MuseScore is exactly as prescribed. It is identical to what is produced by Finale in Recordare's sample files.
The reference contained is to http://www.musicxml.org/dtds/partwise.dtd, while the XML Notepad error refers to http://www.musicxml.org/dtds/isolat1.ent (a path not present in the XML file). This strongly suggests the issue is either in XML Notepad or in www.musicxml.org.
I agree the broken reference is likely in one of those two, more likely (hopefully) in musicxml. I am chasing it in that direction also, hoping it's not a Microsoft issue.
Funny enough https://www.musicxml.org/dtds/isolat1.ent is reachable
