How can I do Cut-out score or Cut-off score?
Imagine a "Penderecki's Threnody to the Victims of Hiroshima," You can see many cut-out scores looked like that. I am looking for the process to do a cut-off score as I mentioned above. Any recommendations to help me, please?

You can specify any staff to be cutaway in its staff properties (right-click the staff to display a menu with that dialog).

Right-click the staff, Staff Properties, set “Hide when empty “ to “Always”, and check the “Cutaway “ box.

Thank you, sir. You are too patient with my naive.
Out of coincidence, I was planning to post a query about the same issue. I am working on a piece which alternates single staves of plainchant with three- or four- stave polyphony. Is there a way to use the "hide when empty" feature (which I've tried), so that when the staves are no longer hidden, the passage begins with the appropriate clefs (before or after the first barline)?

I'm not sure I understand. Can you show a picture of what you are trying to do?

I'd like to have this sort of layout, but have the Alto and Bass staves, when they become "visible", begin with the appropriate clefs.

You mean at the beginning of the system in which they eventually enter, or at the point of entry? Either way, for various reasons, probably the easiest way all things considered is to add the clef from the Symbols palette (press "Z" to display).
