Make Play Panel and timeline panel settings consistent with other panel settings

I believe that the settings for the Play Panel are inconsistent with the other panel settings, including the inspector, palette, selection filter, mixer, etc. These other panels all retain their position and their docked/undocked state when the application is closed and restarted. Play panel, is unique in that it has a separate check box in the General tab in the preferences dialog.

The timeline panel also follows behavior that is inconsistent with the other panels and their is currently no way to ensure that it is visible when musescore launches.

My request is to make the behavior of these panels consistent with the other panels in the program
