Chamging tempo
When I click on an element in the tempo palette and try to drag it where I would like it to be it shows a no entry sign. What am I doing wrong?

You've not yet reached the spot where you can drop it. And, esp. on Windows 10, not seeing the arrow doesn't make this any easier.
But just selecte the note/rest and then double-click the tempo text in the palette
Click element score then double-click palette is in general the best way to add anything from the palette. But for the record, when using drag&drop, you need to drop onto a very specific location, and in the case of tempo, that means the first note you want it to apply to. The cursor changes to an arrow and plus sign at that point. Not one of Windows 10's finer features, but so far we haven't found a way to override it.
