Second Screen Window cannot move.

I dragged the game character bar to the second screen. Since the head of the bar is outside the 2nd screen, I can't grab (the top is outside the screen) it and drag it back to the 2nd screen. I have nowhere found anything. The bar can be stretched and stretched, but not in the whole catch and move. Is there a key combination for that?
