I believe they never got ported to MuseScore 3.
https://musescore.org/project/doubletimev20 indeed exists for MuseScore 2.x only
https://musescore.org/en/project/halftime-musescore-2 too and
https://musescore.org/en/project/doubletime is for MuseScore 1 only
https://musescore.org/en/project/halftime too
But we do have 'Paste Double' and Paste Half' now

The porting might be rather simple. Or may be not ;-)
As far as I know the new commands (in the Edit menu) completely eliminate the need for those old plugins.

This is what my Edit menu looks like on MuseScoe 3.6.2
Which version are you using? If it is not 3.6.2 you should update.

Make sure you're on a current version and are not in a workspace that defines its own menus (such as MDL)
