1.) At measure 14 it's is now glitched and readable but the playback still works. I tried to copy and paste measure 14-17 and then it became as seen in the file. No editing on my part is making it return to normal.

It seems you somehow applied lots of crazy offsets to many of the symbols (eg, the hooks on the eighth notes). I selected measures 14-17 and pressed Ctrl+R to reset and all is well.
I guess maybe you selected those hooks then accidentally scrolled the offset in the Inspector?
