irregular time signatures
I am currently trying to write using an irregular time signature, specifically using a bottom number of 20, meaning that the subdivision of the bar is in quintuplets, but i couldn't find a way to change from the standard exponents of 2 (e.g. 2, 4, 8, 16 etc) Is there a way to do this? or is it not yet able?

Can you explain what it means, then? What does a bar of 4/5 look like?
You can set the time signature to appear that way, using Time Signature Properties. And then enter the quintuplets normally, hide the brackets, etc.
I can't understand your arithmetic. Scriabin happily wrote things in 15/16, meaning triple time of quintuplets, each represented by semiquavers. Standard time signatures all have a power of 2 on the bottom, telling you which sort of note represents each beat or tuplet element. If you write 20 on the bottom, what sort of note does that mean? (There have been attempts to represent rational changes in tempo by writing a different number on the bottom, but those are all mathematically flaky too.)
Anyway, say what tuplets you want to put in each bar, and I will give you a time signature that MS accepts.
