open a new file with 2 bars or more measures with 5 measures or less in the final bar,

I have yet to find a way to stop this from happening

Status active ⇒ by design

This is by design, MuseScore only fills the last system if it is sufficiently "close" to full already, as per standard engraving practice. You can set the threshold for what is considered sufficiently full in Format / Style / Page. But it normally won't be necessary - as soon as you put more than a few notes in those measures, they will expand and it will pass the threshold.
