You can sort of do it. Which instrument are you trying to do this for? Do you have a picture of what you are trying to notate? Some instruments have several ways of notating this.

My understanding of this notation on strings is that the circle is placed above the sounding tone. You can enter the notes as you see them and the flageolet symbol is in the articulations palette in the advanced workspace. It won't sound like a flageolet unless you have a soundfont that has this sound, but it will be the correct pitch.
