Maximum value of multimesure rest

Could it be possible to set a Maximal size (in space long) for multi mesure rest ? not in number (as we already have minimum size ....

(as sometime in orchestra we have to wait a "long" time, the sheet music isn't obliged (but can) to show it...

(Unstrech seems to help but not enough...)

Would you mind posting an example? I can't think of a case that you can't solve using a combination of stretch/unstretch and line breaks.
