thanks mike but selecting the measure and pressing "enter" doesn't seem to be toggling the break...any ideas?

problem solved i think...seems some measures has layout stretch > 1.0 not sure how that happened but when I reset to 1.0, then able to set or undo system breaks as i wanted them..thanks for help
