Joining measures
How to create a 2-measure repeat sign with playback

When I go to Tools>Measure>Join selected I cannot choose to join them. The option doesn't exist whether I have 1 or 2 or 7 measures selected to join.
What gives?

That option is disabled if this is a score with parts already generated. You would need to do the join before generating parts.
If that's not it, we would need the actual score rather than just a picture of it to be able to advise further.
