3.6 - How to move date higher?
The usual arrow key methods do not work.
When I select the date, inspector says nothing is selected.

Which type of text is it? How did you add it?
Is it by any chance inside your header which is overlapping the score due to it's settings?
I'm guessing that's the header indeed. The position of that is set by a combination of the page margin size and then the header text style (offset and alignment) relative to that. looks like you must have a pretty large offset set on your header text style that is moving it into the staff.
If that's not it, then please attach your score so we can check out what's going on.

This has been applied when I did a new score for the first time in 3.6.
I decided not to apply the new styles when asked on start. I then went to styles and loaded the old style that was there that I was using previously. In the older version I could move these texts at will.

Right, but it's the text style for Header - in Format / Style / Text Styles - that controls the offset. It's set quite inappropriately, it seems. Again, with the actual score, we could understand and assist better. but also, we'd want to understand whthe exact steps you followed to create this bad setting. You mention creating a new score, but you also mention the dialog that only appears when importing an old score, so it's not really clear which you are referring to here.

In some of my older scores I set them to show the last time I changed them. That's what's showing.
As you can see from the image, that date is retained although there is no information in the appropriate header box in the style.
I have just started using the new version and when I booted it up, there were a number of files I had been working on loaded. Even though I chose not to try the new note and text choices, the resulting files had the previous date setting shown (the ones I cannot remove to rest in the new saved files.
None of the old files were converted but now it seems that I cannot change or remove that the text regardless.

EDIT: As I think about it, I believe I made a style change and saved it over the old style name.
EDIT 2: I have discovered that I can make them invisible.

Here's the text style options:
Go to Format -> Style -> Header, Footer and you will see the 'Last modification date' is out of view due to blank spaces:
Delete the spaces and the date in the score moves up.
