Show only the instruments used in each section on the first line.

I would like an section-specific option to show all the staves at the beginning of a section, and also at the very beginning of a score — but only the instruments that appear in that section. Using settings under Style/Score, all of the instruments in the entire document appear on the first line of each section, even if some instruments are tacet for that section.

I am currently editing a piece that has different instrumentation in each movement, and currently there is no way to hide empty staves, but still show only the instruments used in each section on the first line of each movement/section.

So in other words:

First movement, for violin and viola — both play throughout.
Second movement — same as above, with the addition of two horns (which don't appear until measure 18).
Third movement — violin and viola, which play throughout, but 2 flutes, 2 horns, an extra violin, 2 violas and bass appear at measure 146.

At the beginning of the first movement, only the staves for the violin and viola should appear.
At the beginning of the second movement, only the staves for the horns, violin and viola should show on the first line.
At the beginning of the third movement, all staves should show on the first line.

Unless I split this piece into three documents, there doesn't seem to be a way to achieve this.
