Trying to set measure to 11/4, but it doesn't work. When I click Add, nothing happen. I know that this measure is weird, but in ethno music it's not so unusual.

When you click add it adds the new time signature to those that are available. You will see it if you click on "More" in the time signature pallet. You can then drag it to the main pallet to use. It is a bit of a strange process and many others have been caught out by "Add" seeming not to do anything. Let's hope a more obvious way of doing it gets implemented for MS4.
