What is Tempo Stretch?
Both are described on their plugin page, so that could be a start..
TempoChanges: A plugin that inserts hidden markers to automate the process of adding rit/rall to a score
TempoStretch: A plugin that alters existing tempo markings and scales them by a certain percentage.

One thing that might help clarify: TempoChanges is something you apply to a passage of music that is currently all one tempo, so that passager will gradually slow down or speed up. TempoStretch is something you apply to a passage that already has tempo changes within it (whether applied by the plugin or by hand) and scales them all, so the whole piece is faster is slower than it currently is, but will still slow down and speed up in the same spots it did before.
