Weird behavior regarding local relayout

I cannot find what's causing the issue, but it is not so much of a problem because it can be resolved (although reproducible again) through many ways, such as saving.
Please see attached file for steps for reproduction. So far I've only been able to reproduce it through this exact passage that I was typesetting.
For some reason, blanking the first measure (which moves the measures back) makes the bug disappear.
