The following is an example of an ostinato that is repeated over changing chords:

In measure 2, MuseScore also plays the G minor chord. In measure 3, the E flat major is ignored in playback, same in measure 4. I would expect E flat major to sound in both measures 3 and 4.

Also, it is up to discussion whether MuseScore should actually strike the chord again in measures 2 and 4. In many cases it would make more sense to simply let the chord ring.

Therefore I would suggest the simple solution that chords should not be affected by percent repeats. A more elaborate solution would be to provide a widget for this in the inspector, so that the user can choose the desired behaviour. However, excluding chords would, in my opinion, make a sensible default.

(If you want a chord symbole to play again in the nexte measure(s), just add it and make invisible, but indeed a 'repeat until next" as an additional playback method might be good)
