Pedal playback problem (bug?)

I am currently working on a piece where the pedal is held indefinitely. I have a single invisible pedal line from start to finish.
If I start from the top of the piece, it plays with the pedal throughout as intended, but
when I start the playback anywhere after the first 10 measures or so, it does not play with the pedal.

This makes working on anything after the first 10 measures extremely tedious, as I have to
add a new invisible pedal line that creates unintentional pedal lifts, and also only lasts about 10 measures.

Is there some trick to make the pedal work no matter where I start the playback? Seems like a bug.
