Full measure rest (MIDI import)

1. Import a MIDI file with a full measure rest (see attached files below)

Expected behavior: If a rest that lasts the full measure it should appear as a full measure rest ("whole" rest centered in the middle of the measure).

Actual beavior: Rest appears as the exact duration (e.g. dotted-half rest for 3/4 or an uncentered whole-note rest for 4/4)

(Tested using r. 2311 nightly build, Windows XP)
