Hiding empty staffs at the beginning of a piece does not work
I did not select the "do not hide empty staffs at the beginning" option in the style menu.
However, the empty staffs still show up. Is this a bug or am I missing something?

Well, if you ask Musescore to not to hide the empty staves, it does just that - does not hide them. As they are not hidden you can see them. So uncheck "do not hide" to hide them.

I did NOT check "do NOT hide...", which should lead to the empty staff being hidden (but doesn't). I also tried checking the box just in case the German translation was faulty, but that did not change anything, either.

Bug
Please attach your score instead of pictures. We can't load pictures to inspect score settings.

While working on the file earlier today, I noticed that the problem is caused by multi-measure rests. In MuseScore 3, those multi-measure rests did not lead to empty staffs not being hidden. Is there an official procedure for reporting these kind of issues other than creating a post in this forum?

Confirmed, it also happens on the last system btw.
As for the procedure, if it's still unclear whether something is a bug or just something a user can't figure out, posting here in the forum is preferred. Once it is established that this is a bug (or it's obviously a bug from the get-go). reporting it to GitHub is preferred (as I did now for this item in https://github.com/musescore/MuseScore/issues/15368). If you don't have a github account, you can also then enter it into the Issue Tracker of this site.
