How to notate slightly differing melodic lines
In the attached example, in measure 2, the second line of the melody with "weight" should be a half-note but because the first line is using 2 quarter notes.
How is this noted correctly?

I'd keep the note full-sized but add a dotted tie.

Ties are between same-pitched notes by definitions. Use a slur for different pitched notes (which can be made dashed/dotted as well)
