Copy-pasting part of a measure with multiple voices into an empty measure breaks the empty measure's rhythms

Steps to reproduce:
1. Enter notes of measure 1, voice 1.
2. Exit input mode. Return to the beginning of measure 1.
3. Enter notes of measure 1, voice 2.
4. Exit input mode.
5. Copy measure 1, beats 1 and 2.
6. Paste selection into measure 2.
7. Enter note input mode on measure 2, beat 3.
8. Switch to voice 2 and attempt to add notes to measure 2, beat 3+.

Expected behavior: The notes should be added.
Actual behavior: Note input of voice 2 stops with the last notes of the pasted selection.

As seen in the attached score, this happens on standard staves and percussion staves.
