Nonstandard accidental rule

I think working with microtonal music would be greatly improved if there were a way to create "accidental rules" to customize the functions of various accidentals, which could then be saved for various different notation methods. For example, I'm currently trying to understand the Turkish Maqams, and if there were the option to make a bakiye equivalent to a regular flat raised .5 commas (like 11.5 cents I think), that would make working far easier and more efficient.
