Adding an additional Alto Sax that is displaying the incorrect Key Signature.
I created a Concert band score in the key of F major. I decided to add a 2nd Alto Sax player and when I do, it displays Concert C Major.

That's a transposing instrument, so perfectly normal

Are you sure?
XR_Racer has a score in F-major and already a Alto Sax staff.
Adding a second Alto Sax, it should show the key D-major.
Even if pressing the Concert Pitch button, it should show either F-major or, when released, D-major keys.
The key should be the same as it is in the existing Alto Sax.

Trust me, I know how it should work. That is why I posted this. I am including screen shots portions of the score with and without the added Alto Sax part both in Transposed score view and concert pitch view.

Here is the score. I added the 2nd alto while being displayed as a Transposed score. I removed the 2nd alto part and tried again, but added the 2nd alto part while the score was displayed in Concert Pitch and the part was added correctly.

Ok.Musescore 4. Seems to be a bug.
I see your result also in MS 3.6.2, but when I set the signature key for the score again, it is fixed.

This must be a bug, at least some kind of corruption.
In your score, this happens with other transposing instruments too
if they are - as you described - added while not in concert pitch.

I can confirm the issue on this particular score, but not in a new one. So the question is, what is different about this score - how did it get into this state?
Regardless of the answer, it is worth opening an issue on GitHub and attaching this score (zipped).
