If you go to Format > Page Settings, there's an option to change Staff Space (sp). Increasing that number will scale up notes, staves, and most other elements.
Do you mean dynamic view increase/decrease with [Ctrl]-[mouse scroller]? By "mouse scroller" I mean the thin roller between the two buttons. Blue button in attached.
