midi out keeps sending A 4 while no notes should be playing

I want to hook up the midi out to my synth so it produces the sound but kept playing an A during playback over all the notes. this even happens when there are no nodes.

I restarted my pc and the issue remained, so I hooked it up to midi ox (see attached image) and i still keep getting this A 4 roughly once every quarter note.
