I want to move the first measure of my second staff (system) to the end of the first staff (system).

Will it fit there? There is only so much you can fit on one system.
You might try one or more of the following:
a) remove a system break earlier in the score
b) reduce the stretch of some or all measures - see https://musescore.org/en/handbook/4/systems-and-horizontal-spacing#layo…
c) reduce the size of the page margins
d) increase the page size
e) reduce the size of everything by reducing the scaling
c), d) and e) can all be done in Format>Page settings

Thanks for writing, Steve. Maybe a). "remove a system break earlier in the score"
But this is only the first system. Yes, I would like to remove that system break, if it can be called that, if it is that, to get that one measure onto the first system.

If you can see my Panis Angelicus, you can see that the last two measures are on a second page. I don' t want that. I want the whole piece of music on one page.
and it would be real nice if it were just the way the paper I'm working from is:
first system- measures 1-7
second system- measures 8-15
third system- measures 16-23
and fourth and final system- measures 24-29

So try methods b) to e) or some combination of them and add extra system beaks where you want them if necessary.

Okay, using your attachment, select measures 1-7 and press {
Then select measures 8-15 and press { twice
Everything else falls into place and the score occupies a single page.
