How can I make bar lines that extend above and below the upper and lower stave lines?
I want to make a two-line stave with barlines that extend above and below the two lines. Can I do this?

Select a barline
Properties - toggle Span from/to
below in Properties: Select as default for this stave
If you don't see Properties: View - Properties, should appear left of your score.
N.B.: I have the German version, translated the menu text to my best judgement :-)
