repeated refrain with verses

I have a score that starts with a short intro into the refrain. The refrain repeats with voltas, first time, second time. Then it goes to verse 1 and back to the refrain, which should have a repeat with the 2 voltas again, and then off to verse 2, repeating the sequence through verse 3. it plays correctly for the refrain and verse 1. I have a DS Segno to kick it back to the refrain after verse 1, but it skips the first ending and uses the second ending. Any tips on setting this up?

It looks like you are using MuseScore 3, so click on the D.S. al Coda in measure 18 then, in the Inspector, put a checkmark in "Play repeats".
