How to double the number of measures with the same notes

I have a song that is 13 measures, with a lot of 8th and 16th notes. I want it to instead be 26 measures, with those notes changed to quarter and 8th notes. I don't know if there is a word for this. "Stretch" seems to just be the way existing notes appear on the page, but doesn't actually change their durations.
