MS4 Playback cutting off before intended cutoff

The piece is in 3+3+3+2/8 for concert band (crotchet=40). Winds seem to be able to hold 7 quavers if the held note starts on beat 1, and only around 3.5 beats if the note starts on beat 3 (7th quaver). (see attached images if this description is confusing, top stave is notated and bottom is how it sounds)

Only the moving parts are played in its entirety.
