Consistent vertical spacing below staves, considering rehearsal marks and tempo markings

Hi folks. Without success I've been looking for a way to achieve consistent spacing below staves which also takes rehearsal marks and tempo markings into account. If I modify Minimum staff distance from Format → Style → Page the setting ignores rehearsal marks and tempo markings – as is to be expected. Does anyone know of a solution?

I've tried to illustrate the issue for ye with a test score I've annotated. You can also have a look at the attached score.
