MIDI Access
Could you please tell me why I do not have a MuseScore tab on the top left corner to enable me to access MIDI Setup? Please see attached screen shots. Thank you.

Can you get into 'Preferences' in MS4 at all (lots of others apart from MIDI IO etc.)? The screenshot just showed a 'Preferences...' option.
Also check out your MIDI configuration in OSX by searching for the 'MIDI Setup' app and running it, I believe it may need at least a single device to activate:
