Apply repeat count to repeat sign within bar?

When a barline is a repeat, the bar has a repeat count that can be changed, like bar 2 here.

Is there a way of specifying a repeat count to a section INSIDE a bar, as in bar 3 which has the symbols added? For example, by having repeat count as a property of the barline rather than the bar as a whole.

I searched for this topic and found an earlier discussion but I'm not sure how to split a bar or how that applies here.
