Multi-Measure Rests

I just downloaded the most recent version of MuseScore. Now, when I press M to combine multiple measures of rest, only part of each chart is grouped together in 16 bars. However, my beginning portion has 16 bars of rest and is not grouping together. Is there a fix for this?
