Change default vertical ordering of elements?

Is there a way to change the default vertical ordering of elements in a score?

For example - in my scores, I have several cases where stave text and a chord symbols are both attached to the same note:

By default, the stave text appears above the chord symbol. However, I would like it the other way round - currently, I'm manually moving the chord symbol up and the stave text down every time this scenario occurs. (And I'm sure there are plenty of other potential examples with different types of element.)

I would really like to change the default vertical ordering, so that I don't have to manually adjust each time. It feels like the kind of thing that should be possible, but I haven't been able to find it anywhere yet.
