How Does a Digital Orchestrator Judge Panning Within Scores?

I believe panning / seating arrangement of an orchestra is a very important consideration after creating a score.

How does one judge how much panning one should give regarding each instrument? Is there a standard for this type of thing in digital orchestration? For example, I understand there are seatings such as these:

There can be almost as many section arraignments as there are orchestras. It can depend on what you are writing. I tend to pan 1st violins straight left, and 2nd violins straight right. Bases hard right. Violas and cellos in between. MuseScore only gives you left to right and not any depth (front to back). So if I'm writing something with a lot of interplay between the trumpets and horns, I'll pan one mostly left and the other mostly right. If you have a lot of flute solos, don't a lot of other instruments on top of it.
It's OK to experiment. It's your orchestra.
