Rests
My instructor would like for each time a dotted half rest occurs, it be written out as follows: eighth rest, quarter rest, half rest. When I am editing my score, it says that. However, when I export it, it compresses it to the dotted half rest.

But "eighth rest, quarter rest, half rest" adds up to a dotted half rest plus an eighth rest. A dotted half rest is a half rest and a further half of a half rest (aka quarter rest).
Did you hear correctly what your instructor said? Did he actually say "double dotted half rest"?
There are a lot of rests in that score that you attached. Is there any particular single or group of rests that we should be looking at?
