How do I solve this collison?
Hi,
There are plenty of places where one can adjust the padding around elements. But how would I adjust the (slight) collission in my example?

by changing the horizontal offset of either the rest or the note/chord to the right of it or both, in the elements' properties tab, there under Appearance

Not that I'd know of. But if this issue happpens with 4.5.1, this seems work a bug report on GitHub, https://github.com/musescore/MuseScore/issues/new/choose

No, but it is not clear why one would want such a thing. The collision occurs only because the rest has been automatically shifted up to avoid a collision with the beam. In other cases where the beam is lower or on the other side of the note heads or is not present there would be no need to move the rest upwards and there would be no collision and no need for extra padding.
What musescore should do is add the padding only for these special cases. Unfortunately it doesn't - yet, but it is on the list of things to get fixed. See https://github.com/musescore/MuseScore/issues/18628
