Note that the play panel is only for temporary overrides of the basic tempo of the piece. The basic tempo of the piece is set the same way it needs to be set for human musicians reading the score - an actual text inidcation on the score, called a Tempo Text. In 1.3, you creater this by selecting the note where you want it to appear (eg, first note of the piece) and pressing Ctrl+Alt+T. Similar, but just Alt+T, for 2.0 Beta / Nightly builds.
