Can I add parts halfway through the score? If I wanted to start the piece with a solo or a duet before blowing it up and adding other parts, is there a way to do that or do all parts have to be present throughout?

All the parts must be present throughout the score. However, you can hide empty parts until you need them. So that it looks like they are not present until they are required.
Format / Style / Score has a checkbox to Hide empty staves within systems. In addition, Staff/Part properties... has a setting to Hide when empty which can be set to "Auto", "Always", "Never", or "Instrument". I'm not sure where to find these (and related) options in the Handbook. Anybody?
IMO, it's usually best to leave all the staves present until your score is complete and do the hiding among the final formatting steps.
Yes, you can start with a solo or duet and gradually add parts as the piece progresses. Music doesn't require all parts to be present throughout; dynamic layering is common.
