Add a comment text below the title

Version 4, I've looked at Frames and Text Blocks in the handbook, but have not been able to get a block in which to add an information comment. If I were using other software, I would probably just click a blank space and create a box, and then add the text inside. Is there no easy way to do this? PLease help!
