inverted ! and inverted ? in character palette
I need to use a few inverted ? and !. I am trying to make a palette for to hold these characters. Where do I find the inverted ! and ? to add to the palette?

I guess you are referring to the characters ¿ and ¡ which I think are used in Spanish. They are just regular characters and you can probably produce them with your keyboard. In my Ubuntu Linux (with Swedish keyboard layout) I type the upside-down question mark with AltGr-Shift-+ and the upside-down exclamation mark with AltGr-1.
I don't think it is possible to put regular characters in palettes (but I might be wrong)
Double-click on a text element to edit it. As shown on the screenshot below, open the Properties tab (yellow highlight), click the Insert special characters button (green highlight). Under Unicode symbols, select Latin-1 Supplement (blue highlight) and you'll see these two characters (orange highlight).
But I don't think you can add it to a palette either.

You can add it to a palette. I entered them into my score, and created a palette, just called "Stuff." I entered them as staff text, so you would need to enter them in the score, and copy/paste them in a Title or Lyric. Still, easier than drilling down to the Special Characters window.
And adding to AndreasKågedal's comment, on a Mac, you can enter them directly as Shift-Opt-? to get ¿, and Opt-1 for the ¡.
