Staff Text 'jumping' all over the page

I was editing some older songs today and when I tried to slightly move a staff text entry, it would frequently jump to somewhere else on the page. I can move a selected text with the arrow keys, but using my mouse is unpredictable. I like how it tries to anchor the text to a different place, but it is jumping long distances on the page.
